A total of RM91 million has been allocated for Felda’s 2009 replanting plan to ensure the smooth replanting of oil palm and rubber, the Dewan Rakyat was told Tuesday.
Prime Minister Datuk Seri Najib Tun Razak said RM80 million was allocated for schemes involved in replanting oil palm and RM11 million for rubber.
“Sixteen land schemes will be involved in this replanting plan with 14 under oil palm and two under rubber,” he said in his written reply to Datuk Ismail Mohamed Said (BN-Kuala Krau) who sought clarification on the allocation, land area and number of settlers involved in the replanting plan and the assistance give to the settlers.
He said the allocation was based on the rate of RM5,200 per hectare for development cost for oil palm and RM7,000 per hectare for rubber under the Risda replanting aid.
The total area involved was 25,209.2ha — 22,130.58ha for oil palm and 3,078.62ha for rubber — and 6,353 settlers were involved — 5,509 for oil palm and 844 for rubber.
Najib said that to help augment the incomes of the settlers, the government provided a cost of living loan of 36 months for oil palm settlers and 72 months for rubber settlers to tide them over before the replanted areas started to yield.
This would be replaced with advance payments for the yield when the plantations started to bear fruit.
He said Felda managed the plantations collectively and would appoint a capable wholesaler for the replanting.
All expenses for the replanting would come from contributions from the Replanting Fund and the settlers would not be charged any fee during the three years of replanting so if they did not take any cost of living loan or advance in lieu of yield, they would not have any debts, he said.
He said that so far 345,501ha had been replanted involving 87,214 settlers.
